Peeta can be whatever he needs to be, but usually he just settles with being flirtatious and manipulative. Throughout his time at Hogwarts he spent a lot of time on the sidelines, watching people and figuring out how they work. He likes to think that he understands people, and that he knows how they work and how different types interact with the world around them. For that purpose, he could probably convince someone to sell their grandmother's soul in return for a slice of chocoalte cake.
When it comes to girls, or even boys for that matter, Peeta never backs down unless he had managed to get what he wants. He doesn't like the idea of settling for some strong relationship that is supposed to go forever, he doesn't think he's the type of person who needs to tie himself down. If he starts dating someone, he'd have issues flirting his sales out of the roof.

Peeta's parents split when he was only 8 years old and his father decided to leave the Ministry and began to run his own bakery. His mother took him and his older sister and sent his father away, Peeta was raised from that point forward in a house full of women and he quickly grew to hate the place. However, being raised around only women helped him to understand girls, and understand how to work their weakness against them.
Once Peeta was old enough and out of Hogwarts he started spending more time around his fatherr, finding the older man's company much better than his mother and sister's could ever be. Shortly after getting to know his father, Peeta took up a job at Aneesa, his father's bakery that tore the family apart. Personally, he could care less about his mother and sister, he hopes they stay away from him for the rest of his life.
